Statement of the Historic Districts Council before the Landmarks Preservation Commission
Certificate of Appropriateness Hearing

The Historic Districts Council is the advocate for New York City’s designated historic districts and neighborhoods meriting preservation. Its Public Review Committee monitors proposed changes within historic districts and changes to individual landmarks and has reviewed the following applications that were before the Commission.

5 Tudor City Place - Tudor City Historic District

A Tudor Revival style apartment building designed by Fred F. French and built in 1929-1930. Application is to establish a Master Plan governing the future installing of windows and amend a previously approved Master Plan for through the wall HVAC units.

HDC Testimony
HDC agrees with the Friends of Terra Cotta and opposes the proposal for its destruction of historic fabric as well as the risk it poses to the structural integrity of the building. The transoms would be a much more appropriate location for the air conditioners.

14 East 95th Street - Carnegie Hill Historic District

A Renaissance Revival style rowhouse designed by Henry Andersen and built in 1899. Application is to construct rooftop and rear yard additions, and install a new entrance door and decorative grille.6/5

HDC Testimony
HDC approves of the mechanicals and bulkhead proposed for this rooftop as they are of minimal size. While the proposed fenestration in the rear is pleasant, we do not approve of an extension that fills in nearly the entire rear, top to bottom, side to side. As the top photo on board LC07 illustrates, the rears of this row of townhouses lining East 95th Street show remarkably little change, all with their full 4-story L-extensions. As in any application, we ask that as much historic fabric and form be kept as possible.
